Long-time commish but struggling to decide where this one lies on the scale of Annoying to Collusive... I'm sure you've seen it before...

H2H league... Manager of Team A is tied for the league lead, or in a playoff race, what-have-you, with Team B, who is going against Team C, which is pretty much out of it for the year. Team B is beating Team C but Team A's manager brings it to Team C's manager's attention that there are moves he could make to improve his chances of winning his matchup against Team B.

As far as I am concerned, this is collusion. What do you think?

Even though he's conspiring with another team to benefit himself? OK, then is it unethical and is it something a commish should consider booting a manager for if it happens repeatedly? At the very least I think it is against the spirit of fair competition and good sportsmanship that I try to foster in my leagues.

You might say it is unethical but I don't think so. Team C doesn't have to take his advice.

They didn't exchange players, how could this be collusion? I think it falls under "Freedom of Speech".
