I think Theo is smart enough to realise he has a 3rd place team, and if he does anything this year, it'll be with 2011 in mind.
Next year the Rays will have done their complicated payroll/roster gymnastics (they have to stay under $60mil apparently), and probably won't be anywhere near where they are this year.

I know. They should have offered him up for Scott Downs when they had the chance and they'd at least get two picks when they let Downs walk at the end of the year ...

This. Plus you have Pedroia and Ellsbury coming back soon so any roster moves made right now get really complicated. As a fan, I have to hope that the two of them coming off the DL is going to inject some life into the offense but I think Sox fans need to be realistic when they look at the standings and the fact that, this year, both the Rays and Yankees are better teams overall.
The Red Sox should sell Beltre. They need to realize they are done this year. Trade Beltre take the top prospects and then go for it in 2011. They could have won this year if not for the injuries, but the injuries happened...

See I'm conflicted about the whole situation. Less than a month ago (July 3) they were .5 behind NY and 1.5 up on Tampa. Pedey and VMart went down with injuries the weekend just prior to that in SF. Do something. You're within striking distance but without those two for as long as they were projected to be out there's a very good chance you won't be so close when they return. Make a move to improve the club.
BUT at the same time I think Theo maybe saw the writing on the wall that be it because of the injuries or the overall talent, they were likely to be the outside team looking in at the end. So he was hesitant to pull the trigger on any big deal. I completely get that part and can even find myself agreeing with it.
Still, to be so close in the race less than 30 days ago it's disappointing to see what it's become.

I wish they could trade Beltre for top prospects. I think people know what type of player he is, and would be willing to give up mid-level prospects, but the Sox aren't going to get a haul for him despite the fact that he's been one of the AL's best hitters this year.
