In a league that doesn't trade much...

...how do you get people to trade without giving up TOO much value?

I've been trying to get a trade going for a starting pitcher for a long time now, and for whatever reason, I can't seem to get it going. I know I'm giving fair or even more value than necessary, but no one moves. It's almost like everyone still thinks they have a chance.
