So this is my kind of bug; the kind I don't have to spend time on
After I was home for the evening (I work an early shift), someone else reported this bug, and someone else found the problem. So it will be fixed relatively soon. On our normal schedule, I expect the fix would go live around July 13th. It is possible it might get forced out sooner. I'd also mention that in a case like this, if you have the cooperation of the inactive manager, customer care can help you hand over the team from the existing manager to a new manager.
