Shouldn't be too hard. He's a KNOWN special-ops guy and he's throwing around chairs? Dude is a walking deadly weapon, you could get away with shooting him simply the next time his nostrils flare again.

The loophole is to find some candidates, put them on a secluded unknown island, have them go for a 24 hour battle royale (you know, to speed up the process), and last person standing is your candidate to kill your miserable colleague. Done.
He's probably in your section because he was ousted by his own kind, aka a douche. He's probably not mad at you, but still steaming over why he's with you in your dept. Find out what you can about his past in special ops and more reasons why he is here. From there you can either use that against him or have a meeting with him 1 v 1 to explain that you'd like to build an action plan with him, stating goals to be achieved here so he can get there. Make sure to point out specific behaviors to stop, ones to start and ones to begin. Find out and show him your recognize his specific successes and positive traits, then point out his "opportunities". Enforce to him that you want him to achieve his goals and show him how that will help you achieve yours as well. Overall asking questions and then building on that in a nonconfrontational or aggressive manner and setting would be a good place to start.
