ESPN Locking Out Owners

I am a Commish in a ESPN Custom League. When our playoffs start, I would like to lock out the owners that do not make the playoffs so that they can't drop players and alter the playoffs. I have not found a way to do this, but feel there should be a way in the LM Tools. Can anyone help? Thanks,

If you have a transaction limit (60 in the ESPN league I'm in), max it out manually and post that any players dropped from said teams will not be claimable.

I know in Yahoo you can lock add/drop but not sure about ESPN.
