Mainly looking for a good site to look at BABIP for both hitters and pitcher to try and figure out who has been lucky/unlucky when evaluating players.

Fangraphs

When looking at BABIP keep in mind that hitters will tend to return to their career average while pitchers will tend to return to league average (.290-.310).

thanks! so is it wise to grab good starters that have had abnormally high BABIP with the assumption that they will start having better luck and lower ERA/WHIP from here on out?

For the most part yes. A pitchers defense will influence his BABIP but if you see a pitcher with an excessively high BABIP chances are he has been pretty unlucky (e.g., Dan Haren - .357) making them good buy low candidates.

Yeah, except many fast/powerful/line-drive hitters have BABIPs much higher than .300 (Ichiro's and Kemp's sit at about .350). To see if the hitters have been particularly lucky/unlucky, just compare this year's stats to previous years.

For batters, I check for anomalies in things like their LD% (see: Carlos Lee) and GB% and FB%. HR/FB in the early going can also be indicative of whether or not early power surges are sustainable or due to come crashing down.

For pitchers, FIP and xFIP are helpful and more telling than ERA. Also strand rate (LOB%) can also indicate luck or lack thereof.
