Dynasty League Set-Up help

me and a buddy are trying to start a dynasty league. we would like to have a regular draft (not just picking existing mlb teams), have contracts and a minor league system.

first off, is there any website that supports a dynasty league system?

and second off does anyone have a set of rules that i might be able to pull things from?

we are really starting from scratch and I would just like to get some ideas
