I think he's a legitimate above average fantasy starter. A solid #3 sounds about right. Based on his numbers from the minors as well as last season with the Jays, his current K/9 doesn't appear to be sustainable but if he can maintain a high GB% and keep the ball in the ballpark he's going to be fine.
Also it looks like he added a cutter this year which may explain some of his studliness this season. But from what I've read he has a dominant change up...which I always consider a great sign...if you can keep hitters off balance your chances of success increase pretty substantially.
