discounting positional eligibility and specific stats, which guy would you prefer for the rest of this year AND next year?

Definitely Starlin, he can provide you more than just the speed Young has.

As a variation on this, does it change your mind if you are in a keeper league and EY Jr. is $1 while Starlin is $8?

I like EY a lot. I'd probly go Starlin straight up, but with the salary difference I'd go Young.
