There were two outs when Drew threw the ball into the stands. Manny (from second base) would not have otherwise scored on that infield single, so why was Qualls charged with a second earned run when it was Drew's error that allowed it in?
Manny reached 3B on the single. The 2nd ER comes from the intentional walk to Martin. If there was no throwing error Manny would have been on 3B and scored when Martin walked.

The intentional walk came about from the error though.... With no error, firstbase isn't open, so they don't do the intentional walk. I don't see how they can can charge that run to him, as they don't know what would have happened if Drew doesn't make that error and the situation remained bases loaded 2 outs.

According to the official scorer, Blake reaching 1st wasn't an error, but him going to 2nd was. Even though everyone knows that Blake would not have beaten a normal throw, but he was credited with a hit on the first part of the play, probably because he is on the home team and they usually help the home team as much as they can, i.e. more likely to charge an error on their own team than to credit the other team with a hit (especially when there is a no-no in progress).
So if it said that Blake reaching 1st was due to the throwing error, then it would be unearned, because that should have been the third out. So technically if everyone else on base after Manny but before Blake scored also, those would have been earnies also.

Your right without the error there is no intentional walk but that isn't how it is done. They take the inning as is and remove the error. Since the error only advanced the runner Qualls is charged with the run.
