Loose Base Delay?

Not really a fantasy question... but what's a loose base delay?

I missed the D-Backs-Dodgers game last night, but during tonight pregame they mentioned a "loose base delay" last night. They didn't go into any detail, and I've never heard that term before... so what is it?

My guess is that one of the bases had a loose ground mount which keeps the base in place when someone slides into it during the game.

Ah, that makes sense. The way they mentioned it, it sounded like some sort of rarely called base running or fielding penalty.

Hah, I was going to make a joke about how the bases are attached to, you know, the ground, but I didn't want to look like a n00b. It's odd, I actually spent a long time pouring over the MLB rules set looking for answer to this question, and I didn't find any decent list of 'types of delays' or any such info.
