Someone said it best earlier in this thread that, as commissioner, your job is to ensure that the integrity of the league is maintained by preventing collusion or grossly uneven/unfair trades. You must remain objective in your evaluation. This trade, while maybe not the most intelligent one, certainly does not appear to be uneven or unfair. If you suspect shady activity between the teams making the deal, then that is another story.
