I wouldn't veto that. You have to allow bad trades unless you've got a previously agreed system in place. E.g., you have something akin to an NBA style trade rule that pegs value independently to some ranking system (the NBA uses salary). For example, you could use Yahoo's rank, and stipulate that the total difference in rank between players exchanged can't exceed 50. That's just off the top of my head, I have no idea if that would work and I wouldn't use anything like that in my league unless we had a run of one-sided trades.
Overall though, I'm very hesitant to hit the veto button. People have to be allowed to make bad decisions. Only in very lopsided or egregious cases should the veto be used. I wouldn't touch it in this case.
