Agreed. Both trades would weaken you. Although the Peralta for Rolen swap could hold some reasoning if you don't need Jhonny's power. Rolen should hit for a solid average. I also do not trust Feldman and think you can get similar, if not better, production from Hammel.
I don't like the first deal but the second one is probably one that won't make much of a difference by the end of the year. I like Rolens slightly better than Peralta and I have no feelings on either SP. So if you want to do a deal, deal #2 is the one to go with.
If I did either I would do the 2nd one. I wouldn't wanna give up Andrus for Cabrera. I'm not down on Feldman, because he's a completely different pitcher now than he was a few years ago. Every pitch he throws has movement, and he tries to get guys to put it in play because he has a great defense behind him. But you're not really improving by replacing Hammel with him. They're actually pretty similar. They both play in hitter friendly home parks and thus pitch better on the road. I wouldn't say Feldman's 17 wins should fool you though. He had 18 quality starts and should have even more run support this year so I think 15 wins is a solid projection.
Like others have noted, it's not really a team changing move.
