Is this a good H2h strategy

We play 12 cats. The following 6 cats for pitchers are W/K/Era/whip/saves/obpa

Do you think its worth to get starters early there if the max starter is 2 and the max relief pitcher is 2?

My goal is to spend most of my picks on hitters, then get decent starters and load up on closers. That way I'm pretty sure I can win in ERA/WHIP/Saves/OPBA even without dominant starters. What is your take on this? At worst, I'll split 3-3, then murder them with hitting.
