I just drafted on Sunday but am considering picking up some players off waivers.
It's been announced that Milton Bradley is going to bat cleanup for the Mariners. I'm thinking of dropping Ross for him. He'd be riding the pine most likely anyway, so I wouldn't mind the high risk/reward that comes with him. Or, Josh Willingham, Xavier Nady, and Dexter Fowler are also on waivers. Should I make a move or stick with Ross?
All of my starting pitchers, except for Josh Johnson, have question marks surrounding them. But, I prefer to carry 4 relievers. Brandon Lyon, Octavio Dotel, Kerry Wood, and Fernando Rodney are available. Do I drop a starter to pick up one of them? If so, who? If not, do I drop one of the relievers I have for one of them?

I'd say stand pat. Ross has much better value than Bradley and all of those starters are stronger than Dotel or Lyon... unless you absolutely need an RP to make your roster work, I'd say stick with what ya got. You can also try dealing one of your starters (Sheets is the worst, IMO) for an RP.
What kind of league roto? H2H? team #? Cats? points?
I would not pick up any of these guys. Like you said you have a lot of ? with your SPs. Are there any SPs to pick up rather than Bradley or Lyon.
Big time Sleeper that should be available is Mat Latos. Id drop ross for him, maybe even Kazmir. Other guys are Matsu, Carmona (sick ST), or Wade Davis.
