Help with some odd Pitcher scoring WHIR

I've been running some numbers through lastplayerpicked and I've been coming up with some odd (in my eyes) prices on pitching. It seems to really favor RP. For example $260 cap this the top 10 pitchers per salary

Am I missing a reason for such a emphasis on RP? I already have Papelbon and Soria, if these projections are a fairly reasonable outlook on how my league will score should I start trying to move on more stud RP to fill the 3 P slots?

I'm guessing it has to do with HR allowed? As relievers will pitch ~half the innings of a SP they should be allowing far less HRs which should add to their value. This doesn't necessarily mean you have to shell out top dollar for another premier closer, but I'd keep my eyes out for some decent setup men as with sv+hld it doesn't really make much of a difference between closer or setup man and they should offer similar value.
