Do I use my #1 Waiver Priority on Ben Sheets or hold off? If I use it, who do I drop?

12 Team H2H League with 6 keepers.

9 x 9 categories (R, 1B, 2B, 3B, HR, RBI, SB, BB, AVG -- IP, CG, W, L, ER, ERA, K, SV, WHIP)

I'd drop Callaspo or Lowe, but whether you should use the waiver priority depends on the competitors in the league, especially with Sheets' spring training starts not being great.
