I have loaded my team with what looks like high K and high WHIP guys; DeLaRosa, Sanchez, Jimenez, Joba, Kazmir, Morrow.

What pitchers can I try to target as a cheap source of WHIP?

Elite MR's really, cheap WHIP starters don't exist.
