Drafting 16th of 16 teams. Strategies?

I just learned that I'll be picking last in our upcoming draft. First off, is that a positive or negative? Secondly, what are some good strategies for optimizing those 16th and 17th picks? Last, if the guy drafting #1 is willing to trade, would you do it?
