last?!?!? Can you explain that? Petco Park is the perfect setup for tiny ratios, and he racks up Ks as well, and he's a top prospect and you'd rather have all these mediocre options like Matsuzaka? Latos is another player that everyone hates that I'm just scratching my head trying to figure out why.

That seems like the Rich Harden principle. It's better to have 150 nice innings than 200 from AJ Burnett or whoever.
As far as the list, I'd go Latos, Slowey, Lilly, Kuroda in that order. Bailey and Ervin are wildness risks and I don't feel like picking them this year.
