New Mendoza League Forming (simulates being an MLB owner)

I am a long time fantasy baseball player (since 1989) and just learned about Mendoza Baseball (http://www.mendozabaseball.com/). I have talked with a few friends and we want to start a new league of Mendoza Baseball.

Based on a couple email exchanges with previous league commissioners, it was agreed that it is best to start the league with between 10-14 teams. The parameters of the league we would like to start include:

MLB League: NL
Reserve Clause / Arbitration System = true (i.e. you can keep players on your team who are not eligible for free agency)
Maximum contract length = 3 yrs (allows for extended contracts to be offered)
