3 Non-Injury drops allowed per year.
2 round yearly minor league draft (keeping not needed)
After 2 seasons of keeping a decision must be made on the player:
-Keep for 1 more year, but then have to release him.
-Keep for up to 2 more years at $5 more per year, but then have to release him.
-Keep for up to 3 more years at $10 more per year, and then start the whole decision process over again.

I was thinking something along the lines of keeping: Napoli, Lee, Bartlett for the same price. Braun for one more year only then letting him go and, Bay, Youk, Lincecum, Gallardo, Soria and Kershaw all with some amount of option years.
