This might be just me but I cannot play in a league that is not for money. What is the incentive to pay attention? Bragging rights? I played in one free league and it was a complete mess, no one paid attention. If you are not playing for money, who cares what the commish does. If you ever decide to play for money, then all league changes should be voted on and if you have some deadbeat owners, then give them the boot.
90% of my posts are from complaining about my team :)

This is very simple, you can't change keeper rules for 2010 right now, except by unanimous vote. Even if there is only one guy holding out against changing, you can't do it. That guy might have made a decision last year to punt on 2009 and make trades to set himself up for 2010 - why is it OK for him to get screwed? Also, you'd have the opposite problem moving forward - why would any team who is out of it ever make a trade to improve his keepers if there's a chance the rules are going to change before next season? It is nonsensical.

I thought this was a VERY competitive league? How can anyone be at a huge advantage if you stick with 4 keepers?
