We can keep 3 hitters and 3 pitchers from last year's team

Three votes for Reyes and 4 votes for Votto

These two players is where I'm stuck trying to decide.
With 36 hitters kept league wide will I still be able to
grab a decent shortstop if I pass on Reyes?
I hoping to grab Votto or Sandoval with my first pick in
the draft which will be pick #10 to get someone to play firstbase.
I know Reyes will be gone before pick #10.

Any more opinions?
