I would politely "suggest" that it would be most exciting if everyone found out their draft position at the same time by using a draft randomizer.
0-3 to 4-3. Worst choke in the history of baseball. Enough said.

First of all if you are really convinced that somethings up then no need to be "polite". How has his other actions as commish been?
Having said that it can happen. In our 12 team league the same person came out #1 last three yrs -- hard to believe but I was there for it and that person wasnt even present. However I decided because I got complaints to not determine position until draft day --now im getting complaints about that as we get near draft day. Will vote on it this year. And thats really the answer --vote on when and how.

I would just be honest. Tell him you know he's probably not fixing the draft order, but it looks bad when he's always picking near the top...and that you would feel more comfortable knowing it was randomized by a third party. However, keep your tone as light as possible. He should be able to understand why that might look bad and try to rectify the situation. If he gets defensive, it's just another indicator pointing towards probable guilt.

I have always used a draft randomizer in advance of draft day. The randomizer site sends out a league wide email with the draft positions.

Whether you feel this guy is a nice dude is irrelevant IMO. A cheat is a cheat and this instance is about as black and white as they come The odds are virtually impossible that he would draw the 1-2 pick 6 drafts running. Try rolling a twelve sided dice and see how long it takes you to roll a 1 or 2 in 6 consecutive rolls; just make sure your calender is clear for a few years.

Making the draft order based on previous years standings is an option, but it a big change for the league and the commish could put it down based on that fact without looking like an ass. I can't see doing it in a redraft, although in a dynasty league its how it should be done.

Send out a league wide email suggesting a randomizer site. Don't make accusations or anything, just put it out there for league opinion. If the commish refuses then you take your ball and go home. You can't be the only owner who is questioning the commish's method. I am sure that if he didnt want to make the draft order selection process open to the league that your other league mates would be happy to form another league minus a cheating bastard commish.

Statistical anomalies do occur. If he's above-board and cool about everything else, maybe he's not fixing the draft and it really is just a coincidence.

Even if that's true, though, if I were that guy I'd want my actions to be as transparent as possible just to eliminate any thoughts of impropriety. And your role in this could be to suggest that to him, so there aren't any suspicions. If he's as cool as you say, he'll probably take that suggestion pretty well if you approach him in a non-accusatory manner.

You might want to ask him about the randomizer he uses too, if it is a computer program it could be that there is an error and it is not ``really'' random. Maybe unwittingly it depends on the order the teams are entered and he always puts his first thinking it doesn't matter.

I can see a few ways it might be unintentional but still unfair.
