So I have two questions for you:
1) Teahen over Blalock?
2) Medlen over Salty?

What are your thoughts? Do you agree with my list?

I'd stick with Teahen and Salty to see what happens with them (they may provide speculative value for trades, anyway). Would you consider Medlen over Troncosco? I'm not sure how available holds are in your league, but Medlen showed some good flashes of ability for some time last year.

That's a good point about Troncosco vs. Medlen. I forgot RT is also blocked by Sherrill, and is also behind belisario, so his value might have declined since last ST.

Would Medlen have the most value of those non-keepers? Moreso than Guthrie or Joyce?

I would go with Medlin over Troncoso also, maybe go with Blalock over Teahan but that is just personal prefrence (they'll put up similar numbers). The rest is fine.
