Well, it was my understanding you were limiting this to guys drafted/signed in 2009. It was a bad year with not a lot of depth. Overall on my list, Trout is probably about 40 (I haven't finished it yet), but as far as 2009 prospects go, I think he probably squeezes into the top ten.
I guess the case for him is his contact ability and his speed. Plus he has a good batting eye, which is a little unusual for his age. The case against him is no power and that he is so far away.

Mitchell - tools/upside 8. Tate - tools/upside, take longer 9. Myers - great bat, big + if he stays at C 10. Storen - could help real soon

That's a pretty rough one so I could see myself making a few changes, but it looks good to me for the moment.
i don't get all of the love for storen. He will move fast, and has a good k% however he will remain a RP and doesn't have as much upside as a lot of the other players

Generally I agree not to draft RP prospects because so much has to fall right for them to have any fantasy value. League settings also greatly affect a potential closer's value. Storen is the 1 RP I'll consider drafting this year because it's very possible he'll be closing in the majors this year. In this format where you're comparing him to guys like Shelby Miller, Chad James, etc that are a long ways from the majors, Storen moves up a few spots.
