2009 International signings don't count? Because Sano & Chapman would be high on the list.
I think you could say the same thing, maybe even worse about Scheppers delivery and injury history. Either way, both are a lot closer to the majors than most of the HS pitchers and have more upside than the college pitchers not names Strasburg.
My top 10 (There's about 8 more guys that I really close I can see mixing into the bottom of the list) 1.Stephen Strasburg 2.Dustin Ackley (I dislike Strasburg more than most and am high on Ackley so this gap isn't as big for me.) 3.Jacob Turner 4.Tyler Matzek 5.Donovan Tate 6.Mike Trout 7.Wil Myers 8.Bobby Borchering 9.Tanner Scheppers 10.Aaron Crow
Chapman's a real tough one. Probably somewhere between 3 and 5? Yeah, he throws 100, but guys from Cuba just don't get much exposure to good hitters or much view from the scouts. His ceiling is enormous, but who knows how far he is from it.
Don't forget Miguel Angel Sano either. I'd probably put him 5.
Trout had a very nice debut (less than 200 at bats but the scouting reports were very positive too). His bat was a lot more polished than scouts expected from a cold weather high schooler. Has the speed and defense to be a future CF/lead-off hitter. His BB & K rates were very impressive for a high schooler. His makeup and effort are off the charts. The main question is how much power he'll eventually develop.

tyler matzek has to be in the top 10 for sure- I would take him over Mitchell and Storen. Typically I prefer hitters to pitchers but I think Matzek has the most upside out of those 3
