Does anyone know if there is a site that offers a league that uses points for the regular season and then playoffs to determine a champion?

Try OnRoto.com. It isn't free ($99 I think), but it has a ton of settings and I bet what you're looking to do is possible using their service. You can sign up before paying, so I would try that out.
