Free with contracts...
real MLB and MiLB teams plus the Expos...
take over existing franchise or expand with the MiLB team...
flat cap initially but changes based on winning...

OR become an agent and set the negotiations for the GMs...
and collect the highest contracts and best players...
and actually compete in an agent league alongside the GMs...
30 of 45 franchises left , few agent spots left...

Free, 45-team franchise league starting in 2010 in which 30 MLB franchises deal with an expansion for 15 new franchises named after real MiLB teams. In addition, they have to deal with people playing the role of agents, so the traditional bidding is replaced with actual contract negotiations in which the agents compete for the best players with the most money. There are only a few agent spots left but there are plenty of GM spots open still....

For the 30 existing MLB franchises:
As the GM, you will be given one week after their acceptance to make roster decisions. If no decisions are made then the prospects in particular will be picked by the commissioner on a best guess basis. They are allowed to keep a player from their franchise based on the following rule.

Rosters are taken over on the spot with the conditions that all of the released and traded (away) players stay off of the team and all of the newly signed free agents stay as free agents. The player is kept (if in arbitration years) if their major league service is less than 4 years as of the end of 2009 or if they have a major league contract that goes through 2011.
