It's surely the best soccer game with the gameplay being light years better than previous games and I'd say it's the best sports game to date. I'm enjoying getting tiny Colchester United promoted to the Premier League.

Is it that much better than Fifa 09? I loved Fifa 09. The only thing I hated about it was getting schooled online by 15 year olds.
Oh yes, much improved around the board. You have much better control over your dribbling, which makes it more fluid and natural to skip by defenders. The physics and AI are better than past years and overall, it just looks and feels more realistic. The Virtual Pro mode is nice (put yourself as an in-game player) and you can unlock a number of accomplishments and skills from it. There's also an improved Live Season mode to keep current with injuries, transfers, etc. Manager mode is also deeper, so that you can't just keep buying players without knowing your team's specific needs.
A few things to nitpick here: there is no Russian Premier League in this game. From what I understand, with PC/Xbox/PS2, it's possible to get an upgrade for the Russian league to be incorporated for the game, but not on 360 or PS3. That's a bummer because the Russian league is emerging as one of the tops in Europe, which doesn't give a complete experience on Champions League play. Unfortunately, live season isn't free. All in all, it's a fantastic game.
