I am in a 20 team h2 dynasty league and I was just wondering if i should use my #3 waiver pick on him?

I don't play in any leagues like that, but I would guess not. He has good upside, but he may not play regularly at the start of next year. (Could be in AAA.) If you have very deep benches and top prospects almost never come along (say, if they're all drafted at the start of the year), then maybe it's a good play. But if you can't deal with a dead spot on your roster, or if top prospects come along the wire every so often, then I'd probably save it.
