I don't think Bolt is clean (I have doubts about anybody who has ever run under 9.90), but it doesn't matter to me at all. He's obviously competing on a level playing field with everyone else, so it makes no difference.

Pythagorean expectation would put him around 9.49, but he continually underperforms due to factors beyond his control (he's unlucky). He starts off the blocks slowly due to inconsistent starting gun shots. Also, the track surface is such that it favors shorter runners.
