What team will have the worst record for the remainder? WHIR

I'm streaming pitchers in my points league. It was my strategy at the start of the season to conserve moves (we have a max of 40) and run a bunch of pitchers out everyday agianst the worst second half teams to hopefully make a push for the win.

So now the question remains: who are the top 3 teams in the MLB to target? Keep in mind that the main goal is to get a Win, other stats, like ERA and Whip aren't that important. I realize that ERA and Whip often contribute to a win but I just wanted to put that out there.

Basically, the question is, what MLB team is going to have the worst record for the remainder of the season?
