No veto, it's completely reasonable to trade a bunch of crap for great players. In fact to make it fair you should trade your best players to that team for whatever crap he might have left.

Assuming it's a non $ league just re-assign the players if he decides to throw a fit and drop them and then lock his team. If it's a $ league do the same but profit.

I think that while the normal reason for vetoes is "Collusion", this is highly vetoable just from the perspective that it makes a mockery out of the league. A good term would be "Bringing the league into disrepute" if you needed soimething suitably vague yet 'proper'.

I would veto in a heart beat and follow the above advice regarding locking/cooting etc.
