I would keep billingsley. bell doesn't get enough chances and francisco has been dealing with pneumonia.

Keep Bills in this situation and aim a little higher. As already said Bell doesnt get the chances and Francisco has been on and off the DL all year.

I agree, I'd keep Billingsley. Francisco may not play consistently the rest of the year and Bell will not get very many chances going forward. He is also a candidate to be dealt in a waiver trade to a team that would not use him as a closer.
Another thing to note is the perceived value of Billingsley right now. He has been pitching downright awful of late and now would probably not be a good time to be dealing him. Give him another start or two if you can afford to wait, it should give you a better bargaining position.
