Billingsley vs Cincy or Cain vs Colorado? WHIR

I am trying to figure out which one to start for next week. Any guesses as to who will have the best chance at winning and Ks. I know Billingsley should get the better run support but at what cost will it come at. He has pitched poorly lately.

The cold streak is clearly a concern for the Bills especially since some of his past control problems have come back to bite him during it, but he still has overpowering stuff and will likely rediscover his form within a few starts.i would have to take the high risk/high reward.
