Nobody knows for sure what the gunk is, but Petty Officer 1st Class Terry Hasenauer says the Coast Guard is sure what it is not.
"It's certainly biological," Hasenauer said. "It's definitely not an oil product of any kind. It has no characteristics of an oil, or a hazardous substance, for that matter.
It was nice knowing you all, but I for one welcome our new organic blob overlords.
If you look at the pictures, it seems to look like a type of algae.
I actually have a large saltwater reef aquarium, and us reefers (not to be confused with the weed thread) routinely come across some substances that are considered one of the biggest nuisances in the hobby - cyanobacteria (a bacteria ) and dinoflagellates (protists). Both are very similar to the consistency of our new goo overlords.
I was thinking this was going to be about Rosie O'Donnell.
Anyway I'm sure there will be a lot of haters what with alien blobs being new to government roles and everything but I think this is something that could bring people closer together. I'm on board too.

Lucky it didn't have any oil in it, or you guys might invade Alaska.
