On MLB network they just said Outman left with "arm soreness," whatever that means. Kind of vague but they didn't elaborate.

The SF Chronicle spoke with Outman after he was pulled.
Said he's had an elbow problem for the past couple of starts!

Josh Outman said he was diagnosed with a mild flexor-extensor strain in his left elbow two starts ago, but he was throwing tentatively because of the problem tonight (6/19) and it affected his velocity. He pitched without trouble in his previous start, at San Francisco, but it's possible he will have to skip his next start or be pushed back. He said he'll do his best to be on the mound but added, "discretion is the better part of valor."
If he can't go next Wednesday against the Giants, Gio Gonzalez has the hot hand at Sacramento.
