The Angels were just taken, so we are down to the Astronauts, Fathers, and well, the Mariners!

Do you start with the players on those teams? I mean like if I pick the Angels I get Vlad, Hunter, Fuentes, etc... on my team? or are we starting fresh and from scratch?

If you start from scratch, I'll be the Padres.

You start picking 40 players from the team's entire system. After each team picks their 40 players, all remaining players become free agents. You take over contracts, and there are variable salary caps based on how much the team spent in the previous year (to keep it correlated with the market disparity in baseball). The Astros are one of three remaining teams available (Padres, Mariners, and Astros).

The GM of the Chicago White Sox just stepped down due to time constraints. We need rosters filled and contract information finalized by this Monday. Also, the GM of the Oakland Athletics has been quite unresponsive since his initial interest. This team is open as well. Please PM me if interested.
