Shape-shifters or lycanthropes? If they are shape-shifters then I wouldn't be too concerned b/c they do not have to be evil and they don't have any supernatural powers in their animal shape. I mean they are just dogs, not special dogs. So don't be prejudiced against shape-shifters b/c they are not like you. That's just intolerant.
But if they are lycanthropes then I would move. Lycanthorpes are predisposed to evil, have little control, are superstrong and aggressive in animal form and have a propensity to infect and/or eat you. If they are lycanthropes I would move. Sell to mweir. If he got infected then at least he would have an excuse for being agressive and evil.

they bark at my dog, but other than that they dont seem evil. also i think they might be lesbians, at least in human form, i've never really looked close enough to check the dogs gender, but they look like boy dogs (although they look kind of manly in human form, so that might explain it). anyway, i'm not too concerned

Hmm lesbians eh? I met some lesbian neighbors the other day. One of them was pretty good looking but had the lesbian boy hair cut. But she was decent and young. Her lady friend was like old though and looked like her mom. But it definitely wasn't cause the other lady looked lesbiany too. They were really nice. I wonder what the hotter one would look like with longer hair.
Anyways you should go to your neighbors and make sure they have their rabies shots
If these are shape shifters like X-Files shape shifting aliens, then you have to find a way to contact the faceless aliens so that they could help defend the Earth, or else the shape shifters could infect you with black sludge in your brain. Be careful around them and don't walk by a storm drain, the black ooze can go underneath your skin up your leg.
