Tough one. As an owner of both Baker (2 leagues) and Lester (3 leagues) I can tell you I have been bitterly disappointed in both of them. However.........(big pause) I think (read:hope/pray) that both should be getting better going forward. If I had to pick one, I guess I'd go Lester, but it's certainly not a slam dunk! All three are good strikeout pitchers and all are on good teams. It's perhaps a bit early to be able to draw many conclusions about where Santana's performance may go from here, but I would expect that once he rounds into shape, he could be anywhere from solid to very good. His next start could be telling....or not.
I guess if you want a ranking I'd have to go Lester, Santana, Baker, with the caveat that those rankings could change tomorrow or next week or every day for the next month......

As of right now, I'd rank them the way you have them. All 3 have been a bit of a disappointment. I own Baker so I follow him the closest. His WHIP is still good and he usually only has one bad inning, so I think there is still hope for him. I also think Lester and Santana both have a lot of upside. I wouldn't give up on any of them just yet, but any week those rankings can change with a drop of a hat.
