Need help resizing sig

I recently made two cheesy sigs, and could use some help resizing them.
I made them in CS2, and saved them as .jpeg files, but when I reduce the image quality to get it under 12mb, it turns to crap.
Not sure what the problem is, any help would be appreciated.

Also, is the balls deep sig too much for the cafe?
