Price should be a stud pitcher in a few years and Rollins is on the decline. Even still, I really rank high end pitching a lot lower than high end hitting. With that said, Rollins is on the decline and a year from now you might not be able to get this much value for Rollins.
If you are comfortable at SS and with speed and you're lacking in future pitching go for it.
Potentially great player a year from now or a mediocre, declining one now? In a dynasty league, it's a no brainer. The Phillies no longer have a star shortstop.

The only thing you have to fear is the sick feeling you'd get if Rollins gets hot and racks up 15 SB in one month. It all depends if you think Rollins is merely slumping or if he's regressed on a permanent basis.
