mclouth was dropped in my 10 team roto keeper... I have the number 2 waiver priority....should I burn it on him?

Absolutely burn your wavier pick on Mclouth. Chances are, Mclouth provides an immediate upgrade to one of your three OFs, and for some reason if this is not true, he most certainly should be an upgrade at whoever you have as your utility man.
Even if he provides no help to your team, I'm sure you could trade Mclouth for someone else that made more sense for your team.
