Opinions needed on legality of picking up Strasburg (WHIR)

Okay, we have a Minor League Prospects list -- everyone can protect 5 players until they reach 50 IP or 150 AB in the Majors, then they become FA if they're not added to the active roster. This, like all league rules, has been spelled out in an e-mail to the entire league.

So I added Strasburg. I held off on him only b/c a couple of my prospects (Rasmus, LaPorta, etc) will lose eligibility in another month, and a couple of our managers just don't follow prospects, and those who do are loaded with name prospects like I am, so I was hoping Strasburg would still be there when a slot opens up. But now ESPN's done a piece on him and he tossed a no-hitter last night, so any managers who didn't know about him now do. So I went ahead and added him this morning.

Then a couple of the owners advised me that we cannot add a player until after he's been drafted by a Major League team, one citing that he had to wait until after David Price was drafted to add him. I'm not sure why he thought that, since it does not state anywhere in the league rules that a prospect can't be added to the Minors list prior to being drafted -- I actually considered adding Matt LaPorta when he was still at Florida and Kyle Russell while he was at Texas, and it never occured to me that I wouldn't be able to. There is nothing anywhere that says that wouldn't have been allowable.

I think there are about to be some arguments.

What say you?...

I think you answer your own question with this statement. If you have a minor league prospect list, I would think the player would have to be in the minor leagues in order to qualify as a minor league prospect. Given his stature, I would imagine there is a reason he was still available. Sure, it would be nice to stash him, but I don't think you should be allowed to. I would think that if this weren't a concern owners would have added projected first overall picks such as Price in recent history to stash in place of their 5th minor leaguer. I would have a big problem with you owning him if I were in your league. However, this is comendable that you are putting this up to debate on the message boards, congrats on doing the right thing, maybe others will make arguments that sway you to keep, that's fine too, but in my eyes, a minor league prospects list should only be used on minor league prospects. I also wouldn't put this up to vote in your league, but instead put it up to vote here. Obviously owners missing the boat on him will vote that he shouldn't be stashed on your roster (the same reason I don't like leagues where owners can vote to veto trades). Perhaps add a poll to this and get some votes, cut it off after 20 and take the majority vote. Good luck. If you don't mind, I could use some help with a question of my own, thanks in advance!

Hard to say without being in the league and seeing what's taken place in the past or what the rules actually read. In my league, we are unable to put in a claim for a minor league guy until he's actually signed a contract with a major league team. So, that could be quite a while even after they are drafted. Sounds like it might be up to the commish to decide on the fate of Strassburg in your league.

Well, the rules state that a player is considered a "rookie" until he reaches 150 AB or 50 IP in the Majors, and we can protect a player until that point without necessarily using him on our active roster. That's pretty much it -- the rules do not state anything about what constitutes a protectable player except that he cannot have exceeded those AB or IP.

Anybody else have thoughts on this?

It is tough to say how I would feel by someone doing this because i am not in that type of league. The rules are rules though and you do have a legitimate point. I do also agree with the first post that they should be in the minor leagues to be on a minor league roster. I also agree with the first poster in the sense that you should make this a poll.

If I was voting I would vote yes to pick him up...
