What do all think Tommy Hanson's value would be worth in a 10-team keeper league with 10 minors ( all of which you can keep for the following year free )?
I have plenty of pitching depth right now and was thinking of moving one of my pitchers ( non-keeper ) to get him and build on my pitching rotation for years to come!

I think that his value will be about 12.434
All value is relative. There isn't a real great way to determine a player's value in a vacuum, and I hope that you see the slight tinge of sarcasm in my 12.434 number.
If you have a question about Hanson's value in relation to other players, then ask. But the way your question in posed it is pretty tough to give an answer that isn't a bunch of BS.
Also, we need to know the state of your team. Are you a serious contender for the league title this year? Are you a middle of the pack team with a puncher's chance to beat a top team in the playoffs? Are you a rebuilding team? Very important to know that.

I am in 4th out of 10 teams. I am trying to make a push but there is one particular team that is in serious need starting pitching and I figure would give up his high prospects ( like Hanson ) for cheap to make a push.
Here is my pitching staff( 7 SP, 2 RP )
D. Haren
Y. Gollardo
R. Oswalt
J. Jurrjens
T. Lilly
A. Wainwright
C. Volstad
M. Scherzer
M. Pelfrey
J. Nathan
R. Franklin
F. Rodney
I am in need of K's in my league, but besides for that I am doing very well in almost every pitching category.
Which one of these pitchers on my team seem like the most fair player to use on an offer for Hanson?

I am assuming that with you being 4th, you think you have the guns to make a run at a title this year. Your pitchers are all pretty darn good, so it is tough to say that you should give one up for a player that might not help you as much this season.
It also would help to know your keeper rules. But for right now, I would hold onto the pitchers that I had.
Honestly, this is a tough call unless all of the details of the league are clear. Roster limits, scoring system, keeper rules, complete standings etc.
