Should I use my #3 waiver pick on him or wait for a better prospect to get called up?

In a keeper or dynasty, Yeah, I like him...power, RBI, and....steals...why not?
in a non-keeper, he may play sporadically when everyone gets healthy, so I'm not sure I'd waste a waiver on him.
Of course as always this depends on who else is on the wire...
